There is an apparent problem in Meekatharra concerning the lack of a bypass road to take heavy traffic away from the main street. Some of this heavy traffic has high loads, requiring the electricity power supply to be cut for periods of up to one hour, causing great inconvenience to consumers. In light of the proposed Pilbara developments, this problem will increase even more. (1) Will the minister please advise the House if a bypass road has already been seriously considered in this area? (2) If so, will the minister please advise what plans have been put in place to rectify this problem? (3) If not, will the minister not agree that construction of a bypass road in this vicinity should take urgent priority? Hon GRAHAM GIFFARD

I thank the member for some notice of this question. (1) Main Roads is in the process of investigating a bypass in response to a letter from the Meekatharra Shire Council that it received in early February. (2) To date no plans have been put in place as investigations have not been completed. (3) Meekatharra is located on a national highway which is the responsibility of the Commonwealth. Currently commonwealth funding on the national highway is fully committed to 2005-06. The Commonwealth is planning to replace the current funding arrangement on national highways with a new program referred to as Auslink. It plans to introduce this in 2004-05.
