I refer the Minister to the final report of the Kennedy Royal Commission into Police Corruption, and I ask -
(1) How many completed disciplinary actions have been taken against officers as a result of the Royal Commission?
(2) What is the outcome of these disciplinary actions?
(3) How many disciplinary actions are currently pending against officers as a result of the Royal Commission?
(4) How many charges have been laid and heard against how many officers as a result of the Royal Commission?
(5) What were the charges laid against the officers in these cases?
(6) What was the outcome of the legal action against the officers in these cases?
(7) How many charges have been laid, and are waiting to be heard, against how many police officers as a result of the Royal Commission?
(8) What is the total cost of the Royal Commission, including capital and recurrent costs, to date?
(9) How much funding, over and above the existing police budget, has been allocated to implement the recommendations of the Royal Commission?
(10) How much funding, within the existing police Budget, has been allocated to implement the recommendations of the Royal Commission?
(11) When are amendments to the
Police Act,
as recommended by Key Reform Area 8 of the Royal Commission, expected to be introduced to Parliament?

(2) The Police Service advise five officers were fined. Two officers received an Unfavourable Report. Two were reprimanded (3) The Police Service advise nine disciplinary actions are currently pending against three officers. In addition five officers are currently subject to Commissioner’s Loss of Confidence proceedings (Section 8), which are at various stages. (4)-(7) The Police Service advise eleven charges have been laid against two police officers who resigned prior to initiation of Commissioner’s Loss of Confidence (Section 8). These charges are yet to be finalised before the courts. One former officer has been charged with Perverting the Course of Justice. One former officer has been charged with Stealing, Aggravated Burglary and eight counts of Corruption. Two former and two present serving officers are currently being evaluated for criminal charges (8) The Department of Premier and Cabinet advise that the final expenditure for the Royal Commission is currently being determined, however the Commission will remain within its total budget of $27.9 million. (9) The Government’s Budget for the Western Australia Police Service for 2004/05 includes an allocation of $1.5m to commence the implementation of the Royal Commission’s recommendations. (10) The Police Service advise to date $477,000 has been allocated or expensed within the existing Police Service Budget to implement the recommendations of the Royal Commission. (11)-(13) As soon as possible.
