I refer to the egg industry adjustment assistance payments to Western Australian egg producers and the transition costs involved in Golden Egg Farms changing from a statutory marketing authority to a private entity following the recent deregulation of the WA egg market. (1) Will the minister confirm that support for the egg producers in the recent deregulation of the industry was conditional on the Government’s provision of an adjustment assistance payment to the industry of $8.75 million, as well as payment of the costs associated with the transition? (2) If yes, will the minister explain why the WA Government has decided not to provide assistance to GEF and the egg producers for the industry transition costs, effectively leaving WA egg producers to bear the consultancy, legal and other associated costs? (3) The PFA has indicated that, although appreciative of the $8.75 million adjustment assistance package, it is insufficient recognition of the value of hen licences. Will the Government provide egg producers with further assistance in addition to the $8.75 million adjustment assistance? If so, how will this be quantified and in what form will it be provided? (4) Will there be further consultation with the industry, in particular on the drafting of regulations? Hon KIM CHANCE

I thank the member for some notice of this question. (1)-(2) On 1 June 2004, I advised the egg industry that the offer by the Government to provide adjustment assistance of $8.75 million is conditional on the federal Government reinstating national competition policy payments related to eggs. Consultancy costs associated with the transition to 30 June 2004 were met by the Department of Agriculture. It is not intended to charge WA egg producers for future consultancy, legal and other associated costs of the transition. (3) I have advised producers that the $8.75 million adjustment package is the total of the assistance the Government will make available at this time. However, I would be prepared to consider the need for further assistance measures at an appropriate time in the future, depending on the impact of deregulation on the industry. (4) Yes.
