(a) Patients are not classified into Tiers. A tiered system of service classification serves to provide a guide for identification of the type and level of specialisation of work in offering comprehensive coordinated mental health services for children and young people. The tiers were not designed to be rigid prescriptions of service design. Tier 3 identifies Specialist Mental Health Services who provide care to children and young people with more severe, complex and persistent mental disorders. Types of services and service providers can include multidisciplinary teams, children and adolescent services, specialised paediatric services and educational psychological services. (b) The other tiers are as follows: Tier 1: Primary Service Providers This tier includes services for children who manifest mild emotional and behavioural difficulties or the early stages of a disorder. Types of services and service providers can include pre schools, schools, general practice and paediatric services. Tier 2: Independent Professionals at various Agencies and in Private Practice. This tier includes services for children and young people who have moderately severe problems that may require attention by professionals trained in children's mental health. Types of services and service providers can include paediatricians, mental health practitioners, educational services, adult mental health services, Department of Community Development, Disability Services Commission and juvenile justice services. Tier 4: Specialist and Supra Regional Mental Health Services Services at this level work with children and young people with the most severe and persistent disorders. Types of services can include highly specialised outpatient programs, specialist treatment programs and inpatient services. The Department of Health maintains service activity records for public inpatient and outpatient Specialist and Supra Regional Mental Health Services. (c) Separate details related to referrals, assessment and treatment are not available for the last five years. A new information system was progressively implemented in all public Mental Health Services by December 2004. The new system will enable this distinction to be made in the future. Only the number of children and adolescents aged 0 to 17 years who received treatment in public Child and Adolescent Mental Health Services can be provided by calendar year: 2001: 5316 2002: 5141 2003: 5242 2004: 5548 2005 (up to 26-4-05): 2300 (NB: Calendar year is most up to date data) (d) Only the number of children and adolescents aged 0 -17 years who received treatment in public Child and Adolescent Mental Health Services in Tiers 3 and 4 are shown below. Note that the Department of Health does not maintain service activity records for Tier 1 and maintains service activity records for general hospitals only in Tier 2.
(b) The other tiers are as follows:
Tier 1: Primary Service Providers
This tier includes services for children who manifest mild emotional and behavioural difficulties or the early stages of a disorder.
Tier 4: Specialist and Supra Regional Mental Health Services
Services at this level work with children and young people with the most severe and persistent disorders.
Only the number of children and adolescents aged 0 to 17 years who
received treatment
in public Child and Adolescent Mental Health Services can be provided by calendar year:
2001: 5316
2002: 5141
2003: 5242
2004: 5548
2005 (up to 26-4-05): 2300
(NB: Calendar year is most up to date data)
(d) Only the number of children and adolescents aged 0 -17 years who
received treatment
in public Child and Adolescent Mental Health Services in Tiers 3 and 4 are shown below. Note that the Department of Health does not maintain service activity records for Tier 1 and maintains service activity records for general hospitals only in Tier 2.
