I refer to the accumulation of 12 demerit points and the subsequent penalty of loss of driver’s license for three months, and I ask –
(1) Can the Minister please advise the average time taken for the driver to be served with a notice of intention to suspend a driver’s license?
(2) What length of time does the Minister accept as a ‘reasonable length of time’ taken to serve the notice?
(3) What is the longest period of time taken for a driver to be served with a notice of intention to suspend a driver’s license?

(1) Within five days of receiving a demerit point suspension (DPS) file (from the WA Police) the Department for Planning and Infrastructure sends notification, by post, to a client's last notified address advising that they have accumulated 12 demerit points or more and that a suspension notice is to be served. The letter provides options available to effect service of the suspension notice. Where a client takes no action within 21 days the file is allocated to a Department for Planning and Infrastructure Compliance Officer who is required by legislation to personally serve the notice. (2) The Key Performance Indicator for demerit point suspension service is that 80% will be served within 30 working days of receipt of the file from the WA Police. I consider this to be reasonable. (3) This question would need to be referred to my colleague the Minister for Police, Hon John Kobelke MLA. Files for clients who cannot be located by Department officers are returned to the WA Police.
