I refer to the Redlion Bus and Coach Company in Esperance and
the photographs "Redlion Chemicals (1)" and "Redlion Chemicals (2)", found at robinchapple.com/qdata taken on 30
July 2014, depicting a number of hazardous and flammable chemicals stored in a
shed on the premises, and ask: (a) does
the Minister approve of the hazardous and flammable chemicals being stored in
this manner; (b) if no to (a), why not; (c) if yes to (a), why; (d) is the storage of chemicals in this manner a breach of any contractual agreement between the company and the Department of Transport (DOT); (e) if yes to (d), what are the breaches and penalty for each breach; (f) who in the company is responsible and/or accountable for the breaches; (g) what
was the date of the last inspection and audit conducted at this company by the Public Transport Authority (PTA); (h) who conducted the audit and inspection, and what is their position in the PTA; (i) how
long has this person held this position, and what are their relevant
qualifications and experience; (j) how
many inspections and audits of the company has this person performed; (k) did
this person identify the chemicals stored in the manner in which they are
depicted in the photograph; (l) if yes to (k): (i) was a non-compliance report or a non-action report issued by the person who conducted the inspection and audit, or was it regarded as an opportunity for improvement; (ii) was
there a timeframe stipulated for the company to comply and, if so, what was it; and (iii) did the company comply with the requirement and, if so, on what date and was it verified by the DOT; (m) will the Minister table any relevant reports; and (n) if no to (m), why not?

Insofar as the Public Transport Authority (PTA) is concerned, the PTA has a contract with Redlion Bus and Coach to operate intra-town school bus services. This question has been answered in that context.

(b) Flammable products should ideally be stored in flammable proof cabinets even through this quantity would be classified as under the threshold for Minor Storage of day to day working stock as described in the Australian Standard AS1940-2004 Section 2.
