The Minister for the Environment said yesterday that she had recommended that the Premier sign the agreement for the national action plan on salinity and water quality and had informed Cabinet of the proposal. (1) Has a written submission been presented to Cabinet to enable the agreement to be signed and for the purpose of allocating the required funding? (2) If yes, was a cabinet decision made to provide the Premier with the authority to sign the agreement and make an allocation in the 2002-03 state budget? (1)-(4) The work is currently being put together, as the Minister for the Environment indicated yesterday, to enable me to sign the intergovernmental agreement with the Commonwealth. We need to work through a few issues that will be dealt with in the bilateral talks. We want to get this process moving. That material is being prepared at the moment and when it is ready I am keen to sign up, along with the Prime Minister, so that we are in a position to start looking at programs and expenditures. I will give full details of what the agreement represents and the dollars and cents involved when we sign up.
