Over this period of the current State Road Funds to Local Government Agreement (2000/01 to 2004/05) the minimum allocations included in the agreement require total funds of $464.1 million to be provided. Budget allocations for Local Roads over the same period will total $470.665 million, some $6.5 million more than is required under the agreement. While it is acknowledged that some of the funding has been shifted between categories within the Agreement, the total funds provided will exceed the minimum allocation over the five year period and are also well in excess of the 25% formula amount as specified in the Agreement. Since the Agreement was put in place Local Governments are also receiving an extra $180 million direct from the Federal Government under the “Roads to Recovery” Program over the period of the agreement, on top of their existing Federal grants provided through the Western Australia Local Government Grants Commission. This has seen a significant increase in the funding available to Local Governments for roads. (b) Direct Grant, Road Project Grant and State Black Spot on Local Roads allocations for Councils within the region of Mining and Pastoral Electorate for years 2002/03 and 2003/04 are listed on the tabled paper. These allocations exclude funding received under the Commonwealth’s Roads to Recovery Program and from Untied Financial Assistance Grants which are paid direct to Local Governments. Details of payments to individual Councils by the Federal Government are not provided to the State Government. However, it is suggested that the Honourable Member may wish to seek this information direct from the Commonwealth.
