647. Hon KEN TRAVERS to the
Leader of the House representing the Premier:
I refer to the Scarborough Beach redevelopment.
(1) Was
cabinet approval required for the decision to allocate $30 million for this
redevelopment, or for the decision that the Metropolitan Redevelopment
Authority would take responsibility for 100 hectares of land?
(2) If either of these decisions did require cabinet approval

(a) did any
minister declare a conflict of interest; and, if yes, which minister, and what
was the nature of the conflict; and
(b) did any
minister continue to participate in cabinet discussions concerning the
allocation after declaring an interest; and, if yes, what is the name of the
minister or ministers, and why?

(2) Minister Harvey declared that she lived and owned
property in the area subject to the submission and absented herself subsequent
to declaring the interest.
