Gorgon carbon capture and storage project—Chevron
1156. Hon Sophie McNeill to the Minister for the
Environment:
I refer to the
Gorgon carbon capture and storage project that was approved on the condition it
would capture, on average, 80% of carbon dioxide, and I note Chevron's five-year
environmental performance report that shows that over the past financial year
only 25% of reservoir CO 2 was captured—the
lowest amount yet.
(1) Has Chevron been fined for its historic carbon
dioxide injection shortfall?
(a) If yes, how much was it fined?
(b) If not, why not, and were any other
accountability measures taken?
(2) What authorised offsets or certified
improvements have been made to account for the carbon dioxide injection
shortfall?

I thank the member
for some notice of the question.
(1) No, the Department of Water and Environmental
Regulation's decision-making regarding enforcement action was taken in line
with its published Compliance and Enforcement
Policy . Ministerial statement conditions were amended to update
requirements relating to carbon dioxide injection targets and environmental
offsets.
(2) Chevron is required to offset all reservoir
carbon dioxide not injected underground on a periodic basis, with the first
period ending 30 June 2025. Chevron is required to report on any shortfall and
acquisition of offsets by 31 March 2026.
