I have a
supplementary question. Will the Premier guarantee that no
local government hosting mining camps will lose rate revenue as a result of the
bill?

I cannot
give a guarantee across the vast array of circumstances and tenure
arrangements, but I can provide the member with assurances that the government
will monitor the situation closely. We do not intend to try to unnecessarily
penalise a local government for its rate base, but we want to clarify the law
for this particular set of circumstances. As we have observed in this place on
a number of occasions, the intent of the bill was explicit in the minister's second
reading speech and we are simply seeking to amend the law to reflect the
initial intent of the legislation.
