I refer to Budget Paper No. 2, Volume 2, page 891, and I ask -
(1) What percentage of the total Cost of Services is committed to delivery of services for the age group from zero to three years?
(2) What percentage of the total Cost of Services is committed to delivery of services for the prenatal period?
(3) Have the amounts referred to in (1) and (2) above increased or decreased since the 2010-2011 Budget?
(4) If there has been an increase, is it above or below cost and activity growth?

(1) In Western Australia, early intervention services are available to children with disability from birth until they commence full-time school (usually around six years of age). These services therefore include children from zero to three years of age.
The overall amount of funding committed to children aged zero to six years represents approximately two per cent of the total cost of services.
(2) Nil - the Disability Services Commission does not deliver services for the pre-natal period.
(3) The amounts have increased.
(4) Indexation is applied annually to all funds under contract. The additional growth funds are to expand services and are above indexation.
