The Department of Health provided the response:
(1) Yes, eight pieces are on loan from the Creative Expression Centre for Art Therapy (CECAT) Art Bank to the Minister's office, for as long as the Office requires. These can be swapped over at any time for other art works in the Art Bank. No money has changed hands.

(1) Yes. Loaned.
