Can the Minister explain why no targeted monitoring was undertaken in the 2013–14 period for the Perth Seawater Desalination plant and: (a) in the absence of monitoring, how can the Minister and Cockburn Sound Management Council CMSC be certain that water quality criteria are being met; (b) when was water quality monitoring by the Water Corporation (for the Perth Seawater Desalination Plant) discontinued; and (c) on whose authority was monitoring discontinued?
