(a)
Affordable
housing in the Elizabeth Quay development will be required to meet the definition set out in the Metropolitan Redevelopment Authority's (MRA) Central Perth Affordable and Diverse Housing Policy. This is a dwelling provided to eligible occupiers as either Affordable Owner Occupier Housing through MRA and the Department of Housing's Shared Equity Program or Social Housing provided by the Department of Housing.
(b)
The MRA's Policy stipulates 10 to 15 per cent of dwellings within the precinct must be affordable housing. The timeline for the construction is subject to market forces. The final quantum will be dependent on the overall volume of units approved.
(c)
The dwellings will only be available to owners-occupiers or tenants who meet eligibility criteria established by the Department of Housing. Caveats and Memorials on Titles are also used to control ownership and occupation of the dwellings.
(d)
The Department of Housing is the preferred manager. Should another housing provider, such as a not-for-profit organisation, be able to achieve the same outcome and certainty, this will be considered by the MRA.
(e)
Under the MRA Central Perth Affordable and Diverse Housing Policy, affordable housing is secured at construction cost with CPI adjustment. The MRA has a Memorandum of Understanding with the Department of Housing which funds purchases.
