I refer to
question on notice 1756, regarding local procurement
officers and I ask: (a) for each of the nine regions what
percentage of Government contracts have been awarded to local suppliers and
contractors, both as head contractors and via the supply chain, by region for: (i) 2017-18; (ii) 2018-19; and (iii) 2019-20; (b) on
how many occasions has each officer directly assisted a regionally located
business to secure a government contract; (c) of
those identified in (b), will the Minister please identify the business and the contract; (d) on
how many occasions have officers supported decision making for the awarding of
State Government contracts; (e) of
those identified in (d), will the Minister please identify the contract and the decision making
process assisted by the officer; (f) how
many contracts have been awarded to Aboriginal businesses by region for: (i) 2017-18; (ii) 2018-19; and (iii) 2019-20; and (g) with respect to each Regional Development
Commission, will the Minister please advise: (i) the name of each specialist local procurement; (ii) the employment level of each position; (iii) the commencement date of each position; and (iv) if the position is full-time or part-time, and if
part-time the extent to which it is part-time?

(a)
In 2018 we established the Local Content Adviser Network (LCAN) with Local Content Advisers in each of the nine regions.
The LCAN has been tasked with addressing the findings of the 2017 Auditor General’s Report on Local Content in Government Procurement including the inadequacy Local Content data monitoring and reporting.
To this end, the LCAN will produce annual reports providing data on local content outcomes. The 2018-19 LCAN Annual Report is available on the Department of Primary Industries and Regional Development website.
b – e)   Local Content Advisors do not administer or have any responsibility for any procurement function of Government - they are not ‘Procurement Officers’. The core duties and responsibilities of the Local Content Advisers are to:
Local Content Advisers cannot directly assist any business to secure a government contract. However, the advisers may promote tenders which have been publicly advertised, or assist people to access information in relation to Government contracts which is publicly available.
