(1) The AMRS passed the DDTPS1 in February 2006, and subsequently forwarded it to the Department of Planning and Infrastructure in Bunbury. Why has it not been endorsed by the Western Australian Planning Commission (WAPC) and the Minister in the intervening 18 months?
(2) What is the Minster’s position on State Government funding for a Perimeter Road for the town of Margaret River?
(3) Has the Minister been involved in any discussions with landowners or the AMRS about the expansion of the Margaret River town site outside the presently zoned area?
(4) If yes to (3), what were the outcomes of these discussions?
(5) If yes to (3), does the Minister believe expansion of the town site is necessary?
(6) If yes to (5), on what basis is it necessary?

(1) The Shire of Augusta-Margaret River Draft District Town Planning Scheme was first delivered to the Department for Planning and Infrastructure (DPI) in May 2006 and presented to the South West Region Planning Committee (as delegate for the Western Australian Planning Commission) in the middle of 2006. The Commission identified a number of significant anomalies and issues with the documentation provided by the Shire and sent the Scheme back for modifications.  The Shire returned the scheme documentation back to the DPI in April 2007. The Department has, since then, been assessing the content and planning merits of the draft scheme, and also committing the departmental resources to the review of at least five other schemes or local planning strategies (for the Shires of Nannup, Manjimup, Collie, Harvey, Donnybrook - Balingup and Busselton).  Notwithstanding the work load, the Augusta-Margaret River Draft Scheme was prioritised and will be presented to the South West Region Planning Committee at its December 2007 meeting.
(2) The alignment of the so call perimeter road is not yet determined nor detailed estimates of the cost been formulated. The Government can consider funding options once agreement to the project, an alignment and the other many complex issues associated with such a road have been determined. Those funding options will be considered together with other State-wide priority projects as part of a future budget process.
(3)-(4) The Minister has had representatives from some persons with interests in land in the area.
(5)-(6) Given growth in the Western Australian populations and given the limitation on development on the coast, it seems logical that some growth must be accommodated in Margaret River townsite area.
