I refer to the report of September 2012 prepared by the Education and Health Standing Committee titled Foetal Alcohol Spectrum Disorder: the invisible disability , and I ask: (a) what action has the State Government taken to date in response to the recommendations contained within the report; (b) has any funding by the State Government been set aside since the 2013 Budget process to address any of the recommendations contained within the report; (c) if yes to (b), please provide details; and (d) if no to (b), why not?

As at 30 October 2014 -
(a) The Department of Health (DoH) has implemented Recommendations 1, 2, 3, 4, 5, 6, 7, 10, 12, 14, 17, 20 and 22. Recommendations 8, 9, 11, 13, 15, 16, 18, 19 and 21 are not the responsibility of DoH.
(b) Yes.
(c) Foetal Alcohol Spectrum Disorder (FASD) requires an across agency response and WA Health has a leadership role in working with other agencies to achieve a FASD strategy. The State Government sees this as a priority and has achieved inter-governmental sign-off on a combined FASD strategy. This was achieved through a Community Services Leadership Group made up of 14 government agencies. A stronger community-wide approach to alcohol misuse and alcohol use in pregnancy is part of the strategy.
WA Health has a FASD model of care that guides services as well as a WA interagency state-wide implementation plan and framework to support the FASD model of care.
There are also a number of priority programs that align with this strategy and target child health and child development.
· Child Health $58.5m over four years state-wide commencing from 2012/13.
· School Health $57.2m over four years state-wide commencing from 2013/14.
· Child Development Services 2010/11-2014/15 allocation is $49.6m which is now included in State health service budgets.
· Better Health for Fitzroy Kids $400,000 over three years commencing from 2014/15 to Telethon Kids Institute to work with Nindilingarri Cultural Health to improve and better coordinate the services in the Fitzroy Valley based on the important study done by the above organisations, and provide better care coordination to support children with learning or development difficulties and their families in the region.
