I refer to the response given to Question Without Notice C1271, and I ask: (a) what date will the Kwinana Energy Recovery Facility deliver its full commissioning report to the WA regulatory authorities: (i) will this commissioning report contain the trial and compliance data related to both the Air Pollution Control Residues (APCR) and the Bottom Ash: (A) if no to (i), why not and when will this data be released; and (ii) will this report be made publicly available: (A) if no to (ii), why not; and (b) does the WA Labor Government consider waste-to-energy incineration to be a renewable energy source?

(a) The Department of Water and Environmental Regulation (DWER) received an Environmental Commissioning Report from Kwinana Waste to Energy Project Co Pty Ltd (Kwinana WTE) on 2 December 2025 as required by condition 13 of Works Approval W5911/2015/1 granted under, Part V, Division 3of the Environment Protection Act 1986 (EP Act).
(i) No
(A) Conditions of Works Approval W5911/2015/1 do not require Kwinana WTE to report on APCR and Bottom Ash trial and compliance data, therefore there is no such data to release in the EnvironmentaL Commissioning Report.
(ii) No.
(A) DWER does not publish Environmental Commissioning Reports that are submitted in accordance with requirements of an instrument under Part V of the EP Act.
(b) Waste-to-energy forms part of Western Australia’s waste system. Waste-to-energy sits above landfill in the waste hierarchy as it produces fewer greenhouse gas emissions than landfill when residual waste is recovered.
