(a) 19.
(b) The Department of Transport granted funding from the Recreational Boating Facilities Scheme to the Swan River Trust in 2009 to install 15 casual use public moorings in various locations within the Swan Canning Riverpark.
In addition to these, the Department of Transport also installed four moorings in the Mangles Bay Mooring Control Area in Rockingham as emergency moorings and to assist with the planned introduction of mooring licences in that mooring control area in 2010.
(3) Yes.
(4) In the case of the Swan and Canning Rivers, the majority of moorings pre-date the introduction of the current mooring control regime in 1998. Consequently, the moorings present at that time were 'grandfathered' in their current location and issued a mooring site licence. This situation has inhibited the introduction of alternative vessel storage options.  It should also be noted that the introduction of additional mooring sites or jetties in the Swan and Canning River is subject to the approval of the Swan River Trust.
