That is a very interesting question. As the member for Victoria Park well knows, if a jurisdiction’s finances dip into temporary deficit because of cyclical movements in economic activity, of course borrowings will be required to cover the deficit. It is a challenge that we, the federal government and every state government in Australia must face.
