During hearings with the Small Business Development Corporation in the Estimate Committee, the minister stated that the corporation has a submission on the deregulation of trading hours. Will the minister table that submission now; if not, why not? Mr C.M. BROWN

Yes. But let me also talk about the duplicity of the Opposition on retail trading hours. I am pleased to have the opportunity to discuss the matter raised by the Leader of the National Party. I raise two matters. The first is the commitment made by the coalition prior to the last election on retail trading hours. Members of the coalition of the Liberal and National Parties have been out in the community saying they oppose the deregulation of trading hours. I remind members opposite of their election commitment. It was to ensure that there would be no change to retail trading hours during the next term of government, without full consultation with the small business sector. In other words, members opposite were to tell the small business sector what would happen, and then deregulate. Now they have the temerity to claim they meant to say that they oppose deregulated trading hours. Unbelievable! What duplicity! They flagged to the small business sector during the election campaign that the coalition was going to deregulate, and now they pretend that that was not the case. Several members interjected. Mr C.M. BROWN: I have touched a little nerve here. The second point is that members opposite pretend to be concerned about small retailers, but make no representation to the federal Treasurer about withholding competition payments to the State. Do they go to Canberra and say to Peter Costello that it would be wrong to withhold competition payments from the Western Australian Government, and that the State Government should not be pressured by the federal Treasurer to change retail trading hours? Do they stand up for the small business sector? No - they have never done so. This is the most duplicitous group seen in a lifetime. Look at the coalition’s policy commitment and the ineptitude shown on this matter. If members opposite were genuine on this matter, they would be breaking down the federal Treasurer’s door saying that competition payments cannot be taken from Western Australia. Why are they not supporting the Western Australian Government? Out front, members opposite say they do not want the Government to deregulate trading hours, yet all the time they have their fingers crossed behind their back. They hope that before the next election the Government will deregulate trading hours. I am very pleased that the Leader of the National Party has raised this issue. I want to talk at every opportunity about the duplicitous nature of the coalition on this matter. It has sold small business down the drain; it continues to do so.
