refer to Screenwest no longer being under the jurisdiction of the Auditor
General but still receiving Government and Lotterywest funding and ask what
protocols the Minister and his department have implemented to determine: (a) Whether
the organisation is delivering on the core remit charters of the Department of
Local Government, Sport and Cultural Industries and Lotterywest; (b) The
organisation’s public cost benefit; (c) Acceptable not-for-profit grant-to-administration cost ratios; and (d) The
audience numbers for productions financed by State Government and Lotterywest
funding?

(a) Protocols to ensure compliance with Department of Local Government, Sport and Cultural Industries funding include:
- provision of audited annual financial statements that are audited in accordance with Australian Auditing Standards by an approved Auditor;
- verification that funding was spent on the strategic plan provided, including provision of data against approved KPIs;
- provision of annual operation plan and budget for the next year.
(b-d) Public cost benefit, grant-to-administration cost ratios and total audience numbers are not measures used by the Department of Local Government Sport and Cultural Industries.
The Department has contracted Screenwest against its strategic plan and has set KPIs against three strategic objectives and initiatives, which include:
- Creating vibrant and resilient industry
- Engagement with Western Australian Stories
- Creating a dynamic professional
