853. Hon SALLY TALBOT to the minister representing the
Minister for Environment:
I refer to the Department of Environment and Conservation's
climate change unit.
(1) Regarding
the answer to question 837 in relation to the 4.8 FTEs allocated to the CCU in
2012–13, are any of these positions currently vacant or filled on an
acting or non-ongoing basis?
(2) What is the position title, level, role and
responsibilities of each of the positions in the CCU?
(3) What is
the total funding allocation to the ''Coordinate the Response to Climate
Change'' service for 2012–13?
(4) What is the budget allocation to the CCU for 2012–13,
and what is the component for staffing?

I thank the member for some notice of the question.
(1) The
positions are all permanent and currently filled. One is filled by a
non-permanent employee while the incumbent is on maternity leave.
(2) I will
name the position title first, then the level and the responsibilities:
assistant director climate change and strategic policy, level 9, leads climate
change policy; principal policy officer (adaptation), specified calling 4,
manages climate change adaptation policy; project manager—low emissions
energy development fund, specified calling 4, manages climate change adaptation
and emissions mitigation projects; policy officer (adaptation), specified
calling 2, provides research and advice on climate change adaptation policy;
and principal policy officer (mitigation), level 7—0.8 FTE—manages
greenhouse gas mitigation policy.
(3) The budget
target of $13.008 million for the coordinate the response to climate change
service is shown on page 807 of the 2012–13 budget statements.
(4) The budget
allocation for the climate change unit for 2012–13 is approximately
$620 000. This allocation does not include funding of the position of the
project manager for the low emissions energy development fund, which is
allocated from that fund, or the LEED funding itself. The budget allocation to
the unit is substantially for staff.
