Notice of this question was given on 19 March. I refer to the minister’s answer to question without notice 708 of 2003. (1) Which persons at Asymptote Consulting actually prepared tabled paper No 468? (2) Did Dr Peter Lawrence, currently of the Department for Planning and Infrastructure, have any part in the writing of the document; and, if so, to what extent? (3) In tabled paper No 468, will the minister identify the author of the sentence on page 3 that includes the words “analogous to the inverse square-of-the-distance function of Newton’s law of gravity”? (4) Why was the draft report by Asymptote Consulting - tabled paper No 841 in the Legislative Council - not provided to Parliament last November? (5) Will the minister explain the difference between the working paper she tabled on 6 November and the effectively complete draft report made available to her on 19 November so far as boardings on the Kenwick line are concerned? (6) Will the minister provide me with and table the documents that show when Asymptote Consulting was - (a) contracted to undertake modelling work for the Mandurah rail line; and (b) reinstructed with respect to the Como route; and, in each case, the precise nature of the task? Hon GRAHAM GIFFARD

I thank the member for some notice of this question, which appears to be dated 19 March. However, I do not think that would change things anyway. (1) Tabled paper No 468 was prepared by Dr Peter Lawrence. (2) Yes. Dr Peter Lawrence prepared the entire document. It should be noted that Dr Peter Lawrence is not an employee of the Department for Planning and Infrastructure but is a contractor to the department. (3) The author was Dr Peter Lawrence. (4) It is not usual practice to table draft reports. The final report was tabled in both the Legislative Assembly and the Legislative Council at the first opportunity after its completion. (5) The working paper was prepared between May and July 2002 and is a summary of the differences between the old and new models prior to the new model outputs being available. The draft report of November 2002 is the complete documentation of the new model design, structure and calibration. (6) Asymptote Consulting has been engaged over a number of years to prepare transport modelling for the south west metropolitan railway master plan, future Perth strategic transport evaluation, as well as the comparison of the Kenwick and direct routes that were undertaken by DPI for the Perth urban rail development supplementary master plan. The documentation sought is contained in files dating back to 1997, and I ask that the member put this question on notice.
