PAGANONI SWAMP RESERVE — TRANSPORT-ORIENTED DEVELOPMENT
(1) Is the minister aware that the Directions 2031 paper prepared by the Department of Planning includes a proposal to slice off part of the Paganoni swamp reserve for a transport-oriented development? (2) Does the minister know about reports showing that the reserve is home to several threatened mammal species, such as the rare western quoll and the brush-tailed phascogale? (1) I am advised by the Department of Environment and Conservation that Directions 2031 does not propose any rezoning of areas of Paganoni swamp bushland. However, there is a proposal in the southern metropolitan and Peel regional structure plan, which was released in 2009, that 48 hectares of Paganoni swamp be investigated for a possible future Karnup train station development. The report noted the significant development constraints that would need to be assessed for this to proceed. Such a change in land use would require a metropolitan region scheme amendment, which would be subject to parliamentary review and would require environmental assessment. (2) I am aware that the area has been identified as containing important values, including for the chuditch, or western quoll, and the brush-tailed phascogale. I am advised that both these species were confirmed as present at Paganoni in April this year by researchers from the University of Western Australia. (3)–(4) As identified in (1), such a change in land use would require a metropolitan region scheme amendment, which would be subject to parliamentary review and would require environmental assessment, with which I would be involved.
