I refer to the Minister's media comments reported in
The West Australian
dated 11 April 2013 stating that Western Australia needs a market where the State gets out of generation, and I ask:
(a) does the Minister have a market structure to allow the State to get out of generating electricity;
(b) if yes to (a), is this market structure included in a document, and if so, what is the name of this document, who is its author, what is it dated and will it be tabled;
(c) does a market where the State gets out of generation include the proposed Synergy, as included in the Minister's media release of 10 April 2013 entitled
Major Reform for State's Energy Sector
, which combines all the assets of the current Verve and Synergy; and
(d) if no to (c), what is the Minister's plan to transition from merging Verve and Synergy during 2013 and the market he states we need?

(a) No. Considerable work needs to be done to ensure that the State has an
effective and efficient market structure.
(b) N/A.

(d) The market structure will be developed in conjunction with the
creation of one Government owned electricity operator and retailer and
implemented on 1 January 2014.
