(1) No.
(2)(a)-(c) Not applicable.
(3)-(4) The Western Australian Government has supported the development of a nationally consistent approach to air quality management. The Council of Australian Governments identified air quality as a priority issue of national significance and agreed the need to develop and implement a National Plan for Clean Air to improve air quality and community well-being. The National Plan for Clean Air includes the development of cost-effective actions to reduce air pollution. The proposed measures incorporate projects focused on diesel trains including development of emission standards, accelerated replacement of old locomotives and driver assistance software to reduce fuel use.
