FESA advise the recommendations contained in the draft local PIA were superseded by key actions contained in the State HCC’s Annual Report (see tabled report). Under State Emergency Management arrangements, agencies involved in HAZMAT incidents are required to report their findings to the State HCC. This Committee maintains a list of significant incidents that require either investigation or follow up action. FESA and the DoIR are represented on the Committee. The incident was discussed at the December 2000 Committee meeting where DoIR was requested to investigate and follow up. DoIR later provided a verbal report at the Committee’s meeting held on 13 April 2001. The incident review information on page 13 of the HCC’s 2001 Annual Report states that the incident involving spontaneous heating of copper concentrate was due to a failure to ensure adequate damping down by new contractors who were unaware of the requirements. While the mine site where this material came from has been closed, a general notice has been sent to all mine managers in case similar concentrates are being prepared at other mine sites throughout the State. 6.
