I thank the member for Swan Hills for her question and for her interest in improving accountability and openness. I am pleased to announce that last Friday, 27 July, I arranged for parts 1, 8 and 9 and schedules of the State Records Act to be proclaimed. Proclamation of these sections now provides for the establishment of the State Records Commission and allows the necessary legislative approvals for the commission to begin policy development prior to full proclamation later in the year. I also advise the House that the fourth commissioner, who must be a person appointed by the Governor with experience in record keeping and not a public servant, has now been appointed. Ms Kandy-Jane Henderson is the fourth commissioner. She has extensive experience with both government and private records management, and is currently in charge of the John Curtin Prime Ministerial Library. I am also pleased to announce that as a result of the deliberations of the Machinery of Government Taskforce, the State Records Commission will report to the Director-General of the Department of Culture and the Arts and will be administratively separate from the Library and Information Service of Western Australia.
