I refer to the proposed port at James Point, Kwinana, and ask:
(a) is construction still expected to start in 12 months;
(b) is the port expected to be operational by 2012;
(c) is any Government money being spent on construction of the port; and
(i) if so, how much;
(d) have all the necessary environmental and planning approvals been obtained for the port;
(e) will road freight be accessing the port by Anketell Road instead of a dedicated freight route;
(f) how much has been allocated by the Government to be spent on upgrading and providing new rail and road linkages to the port;
(g) which roads will be upgraded;
(h) when will work commence on upgrading road and rail linkages to the port;
(i) will live animal exports be permitted from the port; and
(j) will uranium or lead be permitted for export from the port?

(a) James Point Pty Ltd recently indicated that the construction of Stage 1 of the James Point berths is expected to commence in mid 2011.
(b) James Point Pty Ltd expects Stage 1 of the James Point berths to be operational by the end of 2012.
(c) At this stage, the Government does not intend spending any Government money on the construction of the James Point berths.
(i) Not applicable.
(d) James Point Pty Ltd has obtained environmental approval for Stage 1 of the James Point berths, but certain planning approvals are still outstanding.
(e) The planning of road access to the James Point berths has not yet been finalised, so whether Anketell Road instead of a dedicated freight route will be used has not yet been determined.
(f) No funds have been allocated by the Government to the upgrading and provision of new rail and road links to the James Point berths, because the planning of those links has not yet been finalised.
(g) At this stage, the roads for upgrading have not been finally identified.
(h) Work on the upgrading of road and rail links to the James Point berths will commence after the planning of the road and rail links has been finalised.
(i) James Point Pty Ltd has obtained environmental approval to load livestock directly from road vehicles to ships at Stage 1 of the James Point berths, but the actual handling of livestock will be a commercial decision for James Point Pty Ltd and the livestock industry.
(j) At this stage, the Government does not intend permitting uranium or lead to be exported through the James Point berths.
