I refer to the draft discussion
paper released in 2016 on the delegation of powers under the Environmental
Protection Act.
(1) How many responses were
received?
(2) Has the
government acted on the responses; if yes, what actions has the government
taken; and, if no, why not?
(3) Was a final
report completed; if yes, will the minister please table the report; and, if
no, when will one be completed?

am advised by the Department of Water and Environmental Regulation that the
former Department of Environment Regulation published in June 2016 a ''Consultation
Summary—Authorised Officers: Review of Delegated Powers''
summarising the submissions received, the key issues raised and the responses
to those issues. I table a copy of the report. I am also advised by DWER that
following the creation of the new agency on 1 July 2017, an internal evaluation
was undertaken of the policy position and consultation outcomes. This review
resulted in less restriction being applied for authorised officers in local
governments than what was proposed in the tabled paper.
