I refer to the Peel Development Commission and ask - (a) is the Government considering expanding the Peel Development Commission's boundaries to include the City of Rockingham; (b) if not, why not; (c) what impediments would stand in the way of such an expansion; (d) has the Government received any advice in relation to this issue; (e) will the Government provide copies of that advice; (f) if not, why not; (g) does the Government recognise the advantages in incorporating Rockingham within the boundaries of the Peel Development Commission; and (h) does the Government recognise the advantage in allowing the southern cities of Rockingham and Mandurah to combine as an entity pursuing joint interests? (a) No, although I have previously considered a request for such action. (b) There is capacity for greater co-operation between the City of Rockingham and the Peel Development Commission without having to amend the Regional Development Commissions Act. (c) The Regional Development Commissions Act would need to be amended. In addition, the City of Rockingham generally regards itself as part of the Perth Metropolitan Area. (d) No. However, I visited the City of Rockingham in 1998 to discuss this issue and made it clear that I saw little scope for amending the Regional Development Commissions Act in the manner described. Subsequently I wrote to the Peel Development Commission Board encouraging them to develop a closer working relationship with the City of Rockingham. (e) Not applicable. (f) Not applicable. (g) The Government recognises that both the Peel Region and the City of Rockingham have development needs. There are opportunities for collaboration on initiatives which impact on both areas and it is the responsibility of the City of Rockingham and the Peel Development Commission Board to propose appropriate initiatives. I understand meetings between the Commission's representatives and the City of Rockingham officials have taken place regarding a closer working relationship. (h) While the Government recognises that there are joint interests with respect to many matters, the communities of Rockingham and Mandurah have chosen to act separately.
