(1) I refer to the Caravan Parks and Camping Grounds Regulations 1997 and ask, for each of the past three years, how many exemptions have been granted to allow caravans, tiny homes, or pod-homes to remain on private property for a length of time greater than 3 months? (2) What guidelines, policies or protocols does the Minister take into account when considering these exemptions, and please table any relevant information ? (3) Have any exemptions been granted in relation to temporary accommodation in the Kimberley for residents impacted by flooding earlier this year, and if so, how many.? (4) Has the Minister for Emergency Services made representation to you regarding the need to update regulations to exempt temporary accommodation following natural disasters - such as the caravans supplied by the Government following Cyclone Seroja or temporary accommodation in the aftermath of the Kimberley flooding? (5) If yes to (4), please table any correspondence.?

The Caravan Parks and Camping Grounds (CPCG) Regulations 1997 (the Regulations) provides for the approval of a caravan to be occupied on private property up to three months at the discretion of a Local Government Area (LGA. The Minister has approved in total 42 properties for temporary accommodation from three to twelve months under the Regulations as follows; 3 in 2020; 12 in 2021; 24 in 2022 and 3 in 2023.
Generally, where the LGA supports the application and confirms there are no health concerns, the Minister has approved all applications.
Where a natural disaster or otherwise occurs, the Department of Local Government, Sport and Cultural Industries works with the LGA to progress applications as a matter of priority.
