639 of the 2013–14 budget under the heading ''Capping of Leave
Liabilities at 2011–12 Levels.''
(1) Can the
minister please explain what effect capping of leave liabilities will have on
the available WorkSafe and EnergySafety inspectors?
(2) What
percentage of employees across the Department of Commerce have more than 40
days' annual leave accrued?
(3) How many staff have more than 40 days accrued long
service leave?
(4) Are employees forced to take leave when they have more
than 45 days annual leave accrued?

(1) Yes, I
can. The Department of Commerce has had a leave management policy in place
since 31 March 2005. The objective of this policy is to reinforce the improved
occupational outcomes and health benefits gained from employees taking
recreational breaks from the workplace. The policy facilitates the effective
management of the Department of Commerce's total leave liability while
maintaining acceptable staffing levels for service delivery and operational
function. As this policy has been operating for some time, the capping of leave
liabilities at 2011–12 levels is not expected to have any effect on the
availability of WorkSafe inspectors.
Electrical inspectors will not be
affected by the capping of leave liabilities as they do not exceed limits. Gas
inspectors have a leave roster to maintain an acceptable core of staff and
temporary inspectors are used to supplement numbers if required.
