minister provide a breakdown of the services and any documents provided for the
$500 000 fee?
(2) Has another
contract for a project management consultant for NAPLAN online been signed;
and, if so, what are the details?

(1) The project
management consultancy was contracted to support the deliberations of the
Education Council on the implementation of NAPLAN online, as agreed by
education ministers. The funds for the work were provided by the states and
territories through the national project fund and endorsed by the Australian
Education, Early Childhood Development and Youth Affairs Senior Officials
Committee, comprising directors general of education in all jurisdictions. Western
Australia is coordinating the implementation of NAPLAN online on behalf of all
states and territories. Consistent with Council of Australian Governments'
protocols, documents prepared for Education Council are confidential, unless
otherwise agreed by ministers or senior officials, and distributed on a strict
need-to-know basis. It is for this reason Education Council documents are
deemed ''council-in-confidence''. In this case the
PricewaterhouseCoopers documentation was prepared on behalf of all Australian
governments in confidence and discussing or tabling these documents could
present a significant risk to the ongoing collaborative relationship between
these governments.
