FORTESCUE METALS GROUP - PORT HEDLAND PORT DEVELOPMENT PLAN
I refer the minister to her answer to question without notice 254 by which Parliament was informed that, as at 17 March, the Port Hedland Authority was still negotiating with Fortescue Metals Group over the company’s proposed port facilities. Will the minister explain why was she officiating at proceedings at Port Hedland on 8 February to celebrate the commencement of earthworks at the site when the proposal had not been finalised and no approval had been given? I thank the member for some notice of this question. The answer to question without notice 254 was correct. The question was understood to refer to the status of approvals under the Railway and Port (The Pilbara Infrastructure Pty Ltd) Agreement Act 2004 and the answer given dealt with that. The preliminary earthworks currently under construction by Pilbara Infrastructure Pty Ltd are authorised not under the state agreement but under a separate licence entered into between Pilbara Infrastructure Pty Ltd and the Port Hedland Port Authority. The licence is subject to relevant conditions and does not impose an obligation on the state, the Minister for Planning and Infrastructure or the Port Hedland Port Authority to approve proposals for the project that might be submitted under the terms of the state agreement. The approval granted by the Port Hedland Port Authority has allowed Pilbara Infrastructure Pty Ltd to undertake preliminary earthworks to minimise project delays. The Minister for Planning and Infrastructure was pleased to be invited to and to speak at the launch of the preliminary earthworks. She was pleased to be able to assist this new company to advance this project that promises to deliver significant benefits to the Pilbara and the state. The minister made clear in her address at the event the nature of the approvals that had been received, and the fact that many hurdles remained for the company.
