With Regard to Bulletin Number 1273 dated December 2007 produced by the Environmental Protection Authority (EPA) Services Unit and Media Statement dated 28 January 2009 titled ‘Kalgoorlie Super Pit expansion given green light’, I ask -
(1) Can the Minister advise what specific advice the EPA Services Unit provided to the EPA to support the statement that large open pit mines are not desirable close to residences and the EPA believes that future planning of similar developments must consider the impacts to local communities and ensure appropriate separation?
(2) If no to (1), why not?
(3) Does the Minister support the statement that large open pit mines are not desirable close to residences and that the future planning of similar developments must consider the impacts to local communities and ensure appropriate separation?
(4) If no to (3), why not?
(5) If yes to (3), will the Minister explain why?
(6) Will the Minister advise what specific advice the EPA services unit provided to the EPA which resulted in the EPA recommending that a condition be imposed restricting KCGM from active mining operations within 400 metres of a property zoned residential, without the written consent of that property owner?
(7) If no to (6), why not?
(8) Can the Minister advise why the Ministerial conditions imposed on 28 January 2009 are considered to be more stringent conditions that previous ministerial conditions imposed on the Superpit operations?
(9) If no to (8) why not?
