Wardens Scheme The Western Australian Government Action Plan for Addressing Family Violence and Child Abuse (Gordon Inquiry) (2) Aboriginal Police Liaison Officers This scheme supports recruiting and employment strategies aimed at encouraging Aboriginal people into the Police Service. The primary role of APLOs is to maintain a liaison function between the Aboriginal community and police. The APLO scheme currently has an approved strength of 124 officers and with the Government’s commitment to fund a further 40 positions this will expand to 144 over the next two years. Furthermore, a project has been undertaken to examine ways that would enable APLOs to make the transition into mainstream policing. Wardens Scheme The Aboriginal Community Act, which provides for the appointment of Community Wardens, has been proclaimed in 11 remote communities. This program allows for a degree of self-determination within the communities with the Wardens enforcing community by-laws. The Police North Eastern Region supports this scheme through providing funding, training and supervision. The Western Australian Government Action Plan for Addressing Family Violence and Child Abuse (Gordon Inquiry) This Government program will commence in the 2003/04 financial year and will include the establishment of multi-functional police facilities in nine remote Aboriginal communities. Locations will include Kalumburu, Warmun, Balgo Hills, Dampier Peninsular, Bidyadanga, Jigalong, Warbarton, and a multi-jurisdictional facility at Kintore in the NT. There will be a further multi-jurisdictional facility servicing the central lands crossing WA, NT, and SA borders. The location for this facility is yet to be determined, but will be staffed by WA, NT, and SA police officers. (3) Aboriginal Police Liaison Officers This scheme is funded to the amount of approximately $6.12 million for salaries. This figure does not include GEHA, uniform, equipment, travel or leave costs. Wardens Scheme The Police Service receives an annual CRF allocation of $500, 000 for the maintenance of the Wardens Scheme. The Western Australian Government Action Plan for Addressing Family Violence and Child Abuse (Gordon Inquiry) The Government has provided approximately $10 million in capital for infrastructure development and for annual recurrent costs that will amount to $3 million when roll out is complete. (4) The funding for all these programs is provided by the Government from consolidated funds. There may be occasions at a local level that funding for some specific initiatives are sourced from external sources. Fire and Emergency Services Authority (1) FESA’s Human Services division coordinates an Aboriginal Traineeship program, in conjunction with the Department of the Premier and Cabinet. FESA has created a position, FESA Manager, Remote Indigenous Communities Support (RICS). (2) The traineeship program enables aboriginal persons to complete the Certificate II in Business Administration through on-the-job training within FESA and further study through TAFE. The FESA Manager RICS position provides leadership in relation to the planning and implementation of culturally appropriate remote indigenous community safety programs and policies. It provides liaison between the FESA divisions, Indigenous Communities and agency groups in relation to community safety service delivery models for remote indigenous communities. (3 & 4) Aboriginal Traineeship - FESA receives $2,325 per trainee from the State Government and $1,375 per trainee from the Commonwealth Government for each completed 13 weeks of the traineeship. FESA Manager RICS - In addition to salary and on-costs, $50 000 has been set aside for the first year costs of this program which is provided under FESA’s funding arrangements.
