I refer to Question on Notice 3621, asked by the Member for Mandurah on 24 March 2015, regarding complaints made to the Shire of
Wyndham East Kimberley and ask: (a) has the Department completed its Probity and Compliance Audit of the Shire of Wyndham East Kimberley; (b) if so, can the Minister advise what recommendations were made for the Shire to act on to improve their internal controls and governance processes; (c) will the Minister table the Audit report; and (d) if no to (c), why not?

(a) The Probity Audit Report has been completed and was sent to the Shire of Wyndham-East Kimberley on 27 May 2015.
(b) The Report makes 21 recommendations including:
- review of the Shire's Standing Orders Local Law;
improvements to meeting process including adoption of a more comprehensive agenda reporting format, clarity of motions, and recording of disclosures of interest;
- training on the financial interest provisions of the Act, including completion of Financial Interest Returns, declaring interests at meetings, establishment and ingoing completion of registers and correct disclosures to be made in returns and at meetings;
- review of the Delegations and Policy Registers;
- review of purchasing and procurement procedures to ensure compliance with the legislation;
- review of employment contract to ensure compliance with the legislation; and
- establishment of Gift and Electoral Gift Registers.
(c) It is not my intention to table the report
(d) I would expect the Shire to table the report and their implementation strategy.
