I refer to the statement made by the Minister during the Second Reading of the Rights in Water and Irrigation Amendment Bill 1999, where the Minister partially blamed the reduction in flow of the Canning River on the development of the Araluen Country Club, and I ask:
(a) will the Minister give approval to the proposed development at Lot 62 Croyden Road, Roleystone, which would presumably have a similar impact on the Canning River as the Country Club the Minister previously blamed for part of the problem;
(b) does the Minister believe that this development will have an impact on the flow and overall health of the river;
(i) if so, and if the Minister plans on approving this development, how does the Minister reconcile this decision with previous statements about the health of the Canning River; and
(ii) if not, will the Minister admit to being incorrect about the impact of the Araluen Country Club on the flow of the Canning River?

(a) I am considering the recommendations from the City of Armadale and the Western Australian Planning Commission on the proposed rezoning of lot 62 Croyden Road, Roleystone, and have not yet made a determination.
(b) (i) and (ii) The impact of future development at Lot 62, is one of the many land-use planning matters that I am considering in my deliberations.
