I refer to the answer provided to question on notice No. 3211, by the Minister then representing the Minister for Health, which included the words, ‘As at 20 January 2011, a total of 14 incidences of abortion procedures resulting in the live birth of a child have been reported between July 1999 and June 2010’, and I ask -
(1) Has a protocol been advised or directed for the care of children born alive, as a result of abortion procedures in Western Australia?
(2) If yes to (1), what is that protocol?
(3) If no to (1), why not?

(1 - 3) The protocol used in these circumstances is that defined in the Neonatology Clinical Care Unit (NCCU) Neonatology Clinical Guidelines, Section 20: 'Palliative Care and Death of a Neonate':

The principles and care remain the same and the protocol acts as an overarching principle of care of infants when, in close consultation with the parents, the neonatologist decides that treatment is withdrawn or the infant is not for resuscitation.
