(1) Does the Minister’s statement of 19 May 2009 about his, ‘Towards Zero Strategy’, and the components (of road safety, anti-drunk driving) that he mentioned in that strategy represent the Government’s policy on this matter?
(2) Is the Commissioner of Police, Karl O’Callaghan in concurrence with the strategy and the Government’s policy as announced by the Minister?
(3) Do the components of the Government’ strategy include, for example, doing anything reasonable to reduce drink driving such as not supporting increasing the size and/or number of drinkers at licensed premises, Police actions to clamp-down on repeat drink drivers, laws to suspend the licenses of drunk drivers ‘on-the-spot’ and Government actions to clamp-down on anti-social behaviour and violence in our streets caused by drunkenness by specific initiatives such as ‘grog bans’ in aboriginal communities, trading restrictions (on hours, number of drinkers, alcohol products sold, etc) in Kimberley, North-West, Goldfields and Agricultural towns, the ‘Safer Bars Program’ in Leederville, the prohibition orders issued by Police to Hotels, Pubs and Bars that are in breach of the liquor licensing laws and the ‘Operation NightSafe and Operation Cleanse’ by District Superintendent Budge in Northbridge?
(4) Does the Minister concur that grog bans in the aboriginal communities, trading restrictions on pubs and bars in the Kimberleys, North-West, Goldfields and in my electorate of Agriculture Region , for example in Katanning, is consistent with taking the abovementioned actions to reduce drinking problems and drunkenness in the metropolitan area?
(5) Does the Minister concur that that this consistency of treatment, even if different in detail in different regions, is part of the Government’s anti-drunkenness strategy and of its Towards Zero Road Safety Policy?
(6) Does the Minister support the Police Commissioner’s actions in all the above-mentioned areas?
(7) If yes to (6), is the Minister concerned about the contradictory action of the Subiaco Police to support a 70 percent increase in the number of drinkers at the Subiaco Hotel especially when it is already the biggest feed-in source of drinkers to other nightclubs in Subiaco?

1) To be referred to the Office of Road Safety.
(2-6) WA Police seek clarification as to which part of the policy announcement is being referred to. The Towards Zero road safety strategy will ensure that road safety policies in WA continue to evolve within a strategic framework and involved considerable community and stakeholder input.
Both the Minister and the WA Police are concerned about alcohol fueled violence and alcohol related harms in and around licensed premises throughout WA and will continue to work with local communities and other stakeholders on a range of strategies to determine the best solutions to local issues.
(7) The Department of Racing, Gaming and Liquor is the agency ultimately responsible for regulating the liquor service providers and maintaining the integrity of liquor activities.
