With regard to partnership arrangement between community members of the Great Western Woodlands Reference Group (GWWRG) and the Department of Environment and Conservation (DEC), I ask -
(1) What procedures are in place to ensure all participants in the GWWRG have an equal say in decision-making about the projects?
(2) Have these procedures been ratified by all members of the GWWRG?
(3) Is there an independent arbitrator responsible for overseeing the partnership?
(4) If yes to (3), who is that?

(1) Under its terms of reference, the Great Western Woodlands Reference Group provides advice to the Department of Environment and Conservation (DEC) on the implementation of
A Biodiversity and Cultural Conservation Strategy for the Great Western Woodlands
and on management issues relevant to the Great Western Woodlands. The Reference Group, which includes a broad representation of stakeholders, provides an opportunity for stakeholder views to be expressed. These views are considered in the context of the conservation strategy and the Government's commitments.
(2) The terms of reference were adopted by the Reference Group at its first meeting in March 2011.
(3)-(4) The terms of reference refer to the Chair being a nominee of DEC.
