For many years and under different Governments, this State has had a policy known as "containment and control". As the current Police Commissioner said last week - the previous commissioner also said it on numerous occasions - the containment policy has not been working. Our most serious concern has been streetwalking. That came to a head and the Government acted by introducing legislation to control it. I sat in this Parliament for 10 years while a Labor Government refused to do anything. As a Government, we have acted by introducing legislation to control that situation. Several members interjected. Mr COURT: Members opposite did nothing during 10 years in government. The Labor Government conducted inquiries but did nothing. This Government has acted by introducing legislation, and I hope it will work.
