(a) what location has been chosen for this facility;
(b) how much has been allocated to the cost of construction;
(c) how much has been allocated for the annual operation of this facility;
(d) what year will this facility become operational;
(e) how many people will be accommodated in this facility;
(f) which government agency or non-government agency will manage and operate this facility; and
(g) if the non-government sector is to manage this facility, by what process will the particular agency be selected?

(a) The new facility will be located in, or close to, the inner city area.
(b) Through the 2011-12 State Budget, funding of $5.4 million will be provided for capital works and the operation of the Acute Homeless Night Shelter (the Shelter) in inner city Perth. Of this, $4 million has been allocated for capital works and acquisition of land; $2 million in 2011-12 and $2 million in 2012-13.
(c) $1.4 million has been allocated to operate the Shelter. Of this, $200,000 will be provided in 2012-13, $600,000 in 2013-14 and $600,000 in 2014-15.
(d) It is anticipated the Shelter will be operational by July 2013.
(e) The Shelter will have capacity to accommodate up to 10 men on any night that would otherwise be sleeping on the street. This equates to providing about 3,500 safe bed nights per year.
Clients will access the Shelter in the evening and exit the following morning, when they will be transported to day centres, and have the opportunity to connect with existing programs such as the Street to Home program, mainstream agencies and other not-for-profit organisations.
(f) The Department for Child Protection is responsible for the operational support funding of the Shelter, which is to be provided by the welfare arm of the St Vincent de Paul Society, known as Vincentcare. The Department of Housing has responsibility for the purchase and construction of the Shelter.
(g) The St Vincent de Paul Society has been working in partnership with the State Government in the development of the Shelter. The St Vincent de Paul Society, through Vincentcare, is recognised as a key provider of services for people experiencing homelessness and mental health. It is also currently registered as a preferred community housing provider with the Department of Housing.
