BUILDING MANAGEMENT AND WORKS —
SUBCONTRACTORS
67. Hon KATE DOUST to the Leader of the House representing
the Minister for Finance:
I refer to a media release dated 17 October 2012 put out by
the Department of Finance entitled ''Government moves to protect
subcontractors'', which announced the appointment of an investigator and
four key initiatives to protect subcontractors.
(1) Will the minister outline which of these initiatives has
been implemented?
(2) If an
initiative has not been implemented why has it not, and what steps has the
minister taken to address this lack of implementation?
(3) Will the
minister outline how each of the four initiatives has benefitted Western
Australian subcontractors given that since 17 October 2012, many subcontractors
continue to not get paid for work done on Building Management and Works managed
projects?
(4) When will
the independent investigator's report into the subcontractors who have
lost money on BMW Building the Education Revolution projects be made public?

I thank the
honourable member for some notice of this question.
(1)–(3)
The initiative involving an education campaign to make subcontractors aware of
their rights has commenced. The other three initiatives have been developed and
are being considered as part of the government's response to the report
prepared by the Small Business Commissioner.
(4) On 8 May
2013, the Premier announced that the report will be considered by cabinet and
released shortly thereafter.
