I refer to the national action plan on salinity and water quality which was signed by every State and to which funding was committed by 13 July 2001. This Government has refused to sign the plan and to commit funding. (1) Is the Premier aware that he is presiding over an environmental disaster while he procrastinates over the signing of the intergovernmental agreement, and that he is denying the land care community $158 million over seven years? (2) When will the Premier sign the intergovernmental agreement to allow regional land care groups to access the matching funding offered by the Commonwealth? Dr GALLOP

(1)-(2) I find it somewhat strange that the Leader of the National Party is taking up this issue because the position of this Government is exactly the same as the position of the previous Government. The national salinity plan put forward by the Commonwealth does not meet the needs of this State. Therefore, this Government has told the Commonwealth that we can do better on this issue with the money involved, the way it hopes to administer the plan and the priorities that have been set. This Government is in there fighting for WA. As many members opposite who have been ministers are aware, when a Government is fighting for WA it is nice to have the Opposition on its side. The Leader of the National Party must get his act together and get behind this Government so that we can apply pressure on the Commonwealth to get a good deal for WA. We are engaged in negotiations with the Commonwealth on this matter and we hope - Mr Barnett: It has been over a year! Dr GALLOP: Does the other side know that there has been a federal election and that a new minister is responsible for this issue? Mr Barnett: It has been over 12 or 15 months - Dr GALLOP: Why does the Opposition not join the Government in criticising the Commonwealth for not delivering to WA?
