Hon. Sally Talbot asks about the area of different forest types in formal conservation reserves at different dates. The Minister provides some data from existing reports but declines to provide specific data for the requested dates due to resource constraints and ongoing work on the forest management plan.

I refer to the geographic area of the Swan, South West and Warren Regions as defined in the Forest Management Plan 2004-2013, in relation to (a) Jarrah forest; (b) Karri forest; (c) Wandoo forest; (d) other forest; and (e) non-forest, and I ask —
(1) As at 10 February 2001, what was the area (in hectares) of (a)–(e) above in formal conservation reserves —
(a) protected by legislation; and
(b) approved for protection but not yet protected by legislation?
(2) As at 6 September 2008, what was the area (in hectares) of (a)–(e) above in formal conservation reserves —
(a) protected by legislation; and
(b) approved for protection but not yet protected by legislation?
(3) Currently, what is the area (in hectares) of (a)–(e) above in formal conservation reserves —
(a) protected by legislation; and
(b) approved for protection but not yet protected by legislation?
(4) Will the Minister table a map clearly identifying pre 6 September 2008 reserves, both protected and approved for protection, and post 6 September 2008 reserves, both protected and approved for protection?
(5) If no to (4), why not?
(6) Will the Minister legislate to implement all outstanding formal reserve proposals before 9 March 2013?
(7) If no to (6), why not?

Significant resources would be needed to generate the information requested by the Hon Member for the dates identified, by retrieving and compiling information held in different layers in archived datasets. The relevant Department of Environment and Conservation (DEC) staff are engaged in the priority task of developing the next forest management plan. In light of this, information is provided as follows.
(1) I refer the Hon Member to Appendix 8 of the
Forest Management Plan 2004-2013
(FMP).
(a) As at 30 June 2003 the area of native forest ecosystems in the formal reserve system was 176,300 hectares of jarrah forest ecosystems, 49,200 hectares of karri forest ecosystems, 40,400 hectares of wandoo forest ecosystems, 2,900 hectares of other native forest ecosystems, and 168,200 hectares of non-forest ecosystems.
(b) As at 30 June 2003 the area of native forest ecosystems identified to be added to the formal reserve system was 433,100 hectares of jarrah forest ecosystems, 41,600 hectares of karri forest ecosystems, 57,900 hectares of wandoo forest ecosystems, 1,600 hectares of other native forest ecosystems, and 127,900 hectares of non-forest ecosystems.
(2)(a)-(b) Providing a snapshot for 6 September 2008 would require significant resources to retrieve archived datasets.
(3) I refer the Hon Member to Appendix 7 of the
Draft
Forest Management Plan 2014-2023
(Draft FMP).
(a) As at 30 June 2011 the area of native forest ecosystems in the formal reserve system was 482,400 hectares of jarrah forest ecosystems, 90,200 hectares of karri forest ecosystems, 58,700 hectares of wandoo forest ecosystems, 4,800 hectares of other native forest ecosystems, and 288,000 hectares of non-forest ecosystems.
(b) As at 30 June 2011 the area of native forest ecosystems identified to be added to the formal reserve system was 134,500 hectares of jarrah forest ecosystems, 1,400 hectares of karri forest ecosystems, 39,600 hectares of wandoo forest ecosystems, 3,600 hectares of other native forest ecosystems and 14,800 hectares of non-forest ecosystems.
(4) I refer the Hon Member to Map 2 of the FMP and Map 3 of the Draft FMP which provide a snapshot of land categories as at June 2003 and June 2011 respectively.
(5) Not applicable.
(6)-(7) Establishing a number of the reserves in the FMP has been delayed pending resolution of a range of issues, including native title, which will not be achieved before next March. DEC manages land in the meantime according to the category proposed in the FMP.
