MEDIUM DENSITY HOUSING CODE — GAZETTAL
837. Hon Dr BRAD PETTITT to the minister representing the
Minister for Housing:
I refer to the medium density
housing code, which was indefinitely deferred last week after more than three
years of consultation and development.
(1) Will the
minister please table a list of which builders, housing providers and industry
groups were consulted on the deferral decision?
(2) Will the
minister please table the source and breakdown of the estimated $100 000 per
dwelling cost increase that he has quoted for new homes to meet the new code?
(3) If the source
in (2) was from an external party, how were the costs verified by the state
government before a decision was made to defer and reduce the scope of the
code?
(4) How many
homes will be delayed due to the deferral of the new code?

I thank the honourable member for
some notice of the question. The following response has been provided by the
Minister for Housing.
(1) Since the
minister has taken on the planning portfolio, the minister has consulted with a
number of key stakeholders collectively
representing the interests of the residential building industry and land
developers , including peak bodies
such as the WA divisions of the Housing Industry Association, the Property
Council of Australia and the Urban Development Institute of Australia.
(2)–(3) The member is misrepresenting the context of what
the minister said. The minister was quoting a statement made by the
Property Council of Australia regarding estimated cost escalations.
(4) The Western Australian
Planning Commission will shortly provide advice on the next steps for the
amendments to State Planning Policy 7.3: Residential Design Codes Volume 1 ,
which includes a medium density code, including gazettal of the revisions.
